James Kao is the Chief Executive Officer of the CTBC Anti-Drug Educational Foundation, a non-profit organization that promotes drug prevention and education in Taiwan. He has been involved in LETR since 1999 and has attended the Final Leg in 2001 and 2019. He serves as an Executive Board Member of Special Olympics Chinese Taipei and as the co-director of LETR Chinese Taipei. James joined the LETR International Executive Council as the Region XII Coordinator in 2017.

James is a former police officer with 39 years of service. He held several management-level positions in the police, such as Commander, Chief, Deputy Commissioner, and Director. He has a Bachelor’s and a Master of Laws from Central Police University, Taiwan, and a Master of Education from Oklahoma City University, U.S.A. He became involved in LETR to show enthusiasm for helping disadvantaged groups, especially IDs, and to promote morale among officers.
