Joe Carlone is a retired captain from the Connecticut Department of Correction and a council appointee of the Law Enforcement Torch Run (LETR) International Executive Council. He has been involved in the LETR for over 30 years, motivated by the excitement and passion of Special Olympics athletes. He considers the LETR the most rewarding and the ultimate feel-good experience in his life and believes that the athletes and their families show the good in this world.

Locally, Joe volunteers his time as a volunteer at Special Olympics Connecticut’s Summer Games and for the Dream Ride. Joe can also be found taking part in a 24-hour Polar Plunge to raise funds and awareness for Special Olympics Connecticut each winter.

He has extensive professional experience in tactical operations, crowd control, hostage negotiation, and emergency planning. He was second in charge of the tactical operations unit of his agency and was responsible for creating all tactical plans for visits of special dignitaries or politicians and high-risk transports. He holds various certifications in weapons, tactics, fire safety, and NIMS.
