Joel Goodwin currently serves as the Region 8 coordinator for the Law Enforcement Torch Run (LETR) Executive Council and Captain of the Corvallis Police Department in Oregon, where he oversees the Professional Standards and Support Services Division. With extensive experience in law enforcement, Joel has held various roles such as Field Training Officer, Police Training Officer, and instructor in multiple disciplines. His educational background includes a Bachelor of Science in Biology from Washington State University. Additionally, Joel has been a supervisor for his department’s Community Livability Unit, bringing a wealth of knowledge and expertise to his position.

Joel’s commitment to the Torch Run and his involvement in Special Olympics spans several decades. His journey began in 1996 with his first Torch Run and Tip-a-Cop events. By 2004, he became the LETR coordinator for his agency and joined the Oregon State Summer Games Organizing Committee and the Oregon LETR Council. He has chaired the Oregon LETR Council for three terms and has been actively involved in organizing local events such as the Polar Plunge. Joel represented Oregon in the Final Leg for the World Games in Greece in 2011 and was selected as a Final Leg team leader for the 2018 USA Games. Beyond his professional duties, Joel volunteered alongside his family at various Special Olympics events and served as a coach for his local program’s softball team.
